Toby is the Lord of Water in the Dragon Ball FM anime series. He is a friend of Lord of Air Jessica who was ex-girlfriend of Yamcha. He loves playing practical jokes on people. He is really popular. He is quite lazy when it comes to fighting. He helps Z Fighters now and then but he is mostly at his Underwater Kingdom.
